摘要
基于对《国务院安委办公室关于实施遏制重特大事故工作指南构建双重预防机制的意见》的解读,设计了以构建煤炭企业双重预防机制为目的、煤矿安全风险管控与隐患排查治理为主要功能的管理系统。介绍了该系统的技术架构与功能结构、系统主要核心功能的功能设计以及该系统的实际应用效果。结果表明,该系统的实施应用达到了煤矿日常生产中安全风险分级管控与隐患排查治理的要求,为煤炭企业构建双重预防机制提供了良好的示范。
Based on the interpretation of the opinions of the state council safety commission office on the construction of dual prevention mechanism on the guidelines for the prevention of serious and major accidents,a management system with the purpose of building a dual prevention mechanism for coal enterprises and the main function of coal mine safety risk control and hidden danger screening and control was designed.The technical architecture and functional structure of the system,the functional design of the main core functions of the system and the practical application effect of the system were introduced.The results showed that the implementation and application of the system met the requirements of safety risk hierarchical control and hidden danger screening and control in daily production of coal mines,providing a good example for coal enterprises to build a dual prevention mechanism.
