摘要
针对油气长输企业管辖的业务覆盖地域广袤、管线漫长和场站众多的特点,阐述了在质量管理过程中借助外部质检机构开展独立质量监督检查的必要性和应用效果。通过委托外部质检机构对各分公司运行的9条油气管线15个场站进行的独立质量监督检查,发现了基层场站在人员能力、设备管理等方面存在的问题,分析了问题产生的原因、后果、现有控制措施及改进建议。应用结果表明,借助外部专业质量管理服务机构开展独立质量监督检查能够识别出关键操作程序存在的漏洞,有助于企业优化关键操作程序,改进硬件设备管理,对提高油气长输企业场站管理发挥积极作用。
The necessity and effect of independent quality supervision and inspection by external quality inspection organization in the process of quality management are expounded in view of the characteristics of long-distance oil and gas transportation enterprises that their business covers a wide area,long pipeline and many stations.The problems existing in personnel capacity and equipment management of grass-roots stations were found in the independent quality supervision and inspection of 15 stations of 9 oil and gas pipelines managed by all branches of an oil and gas pipeline company,the causes,consequences and existing control measures of the problems were analyzed,and suggestions for improvement were put forward.The application results show that the independent quality supervision and inspection by external quality management service organization can identify the loopholes in key operation procedures,which is helpful for enterprises to optimize key operation procedures,improve hardware equipment management,and play a positive role in improving the site management of oil and gas long-distance transmission enterprises.
