摘要
公立医院医疗腐败是制约我国医疗行业健康发展的不利因素,对新医改的成功与否也有着不利影响。公立医院医疗腐败主要是医院管理的制度漏洞以及医院员工的道德困境造成的,但道德困境是其产生的根源,道德文化建设是治理公立医院医疗腐败的关键因素。面对公立医院医疗腐败,道德文化建设要注重道德教育与培训、搭建道德文化监督平台、以道德文化指标评价使道德规范制度化。
Medical corruption in public hospitals is a negative factor that restricts the healthy development of the medical indus-try in China,and it also has a negative impact on the success of the new health care reform.Institutional loopholes in hospital manage-ment and the moral dilemma of hospital staff mainly cause medical corruption in public hospitals.However,moral dilemma is the root cause of medical corruption in public hospitals.The construction of moral culture is the key factor to control medical corruption in pub-lic hospitals.In the face of medical corruption in public hospitals,moral culture construction should focus on moral education and train-ing,build a platform for moral culture supervision,and institutionalize moral norms by evaluating moral culture indicators.
