摘要
对移动式防洪墙的应急管理进行研究,在提高重大洪水灾害应急防御以及抢险能力具有重大意义。传统的移动式防洪墙在搬运、搭建等方面都有着重大的弊端,提出如何进行移动式防洪墙应急管理的问题。通过对公共管理模型的研究,移动式防洪墙应急管理以此为基础,分别从灾前、灾时和灾后三个阶段对如何用移动防洪墙来抵抗洪水阐述了应急管理方法。做到灾前的及时预防,灾时积极应对以及灾后的城市恢复处理,减小城市的损失。
Research on emergency management of mobile flood wall is of great significance in improving emergency response and rescue capability of major flood disasters. The traditional mobile flood wall has major drawbacks in handling and construction, and it raises the question of how to carry out emergency management of mobile flood wall. Based on the research of public management model, the emergency management methods are explained from how to use the mobile flood wall to resist flooding before, during and after the disaster, so as to achieve timely prevention before the disaster, active response during the disaster and recovery of the city after the disaster, thus reducing the loss of the city.
