摘要
增量配电改革是此轮电力体制改革的重要任务之一,但现实推进过程中面临种种困难。本文分析了增量配电改革在中国电力市场化改革进程中的体制改革内涵,结合理论、国际经验与现实改革进展,指出增量配电改革必须准确把握其与混合所有制改革、配售组织结构、电力市场建设与政府监管政策之间的关系。要避免扭曲增量配电投资激励,从体制机制层面健全增量配电的改革政策体系,为电网体制探索与电力市场建设提供有力支撑。
Incremental power distribution reform is one of the key tasks of the new round of electricity institution reform, but the reality of the process of advancement faces various difficulties. This paper analyzes the institutional implication of the incremental distribution reform from the perspective of China’s electricity institution reform. Combining the theory, international experience and the reality, it points out that great attention should be paid to the interrelationship between incremental power distribution and mixed ownership, organizational structure of distribution and retailing, construction of electricity market, as well as government regulation. It is necessary to avoid distorting the incentives for incremental power distribution investment, and to improve the reform policy system for incremental power distribution from the perspectives of institution and mechanism, which will provide strong support for the reform of the grid institution and the construction of competitive electricity market.
