摘要
在"乡村振兴战略"以及"精准扶贫"政策下,农村问题、农民问题的时代意义更加凸显。京郊历史文化保护区的整体性保护不仅是建筑遗产保护的问题,更是关乎国计民生的经济社会问题。作为历史保护区的特殊表现形式,京郊历史文化保护区整体性保护既有自身的优势,但也存在一些无法避免的困难,并且出现了很多令人担忧的现象,比如"建设性破坏"带来的弊端。如何有效应对这些新问题新现象,给出切实可行的法治应对方案,是京郊历史文化保护区保护过程中的时代课题。
Under the "strategy of rural revitalization" and the policy of "targeted poverty alleviation", the significance of the era of rural issues and peasant issues is more prominent. The integrated conservation of Beijing suburbs historical conservation areas is not only a question of building heritage protection, but also an economic and social issue related to national economy and people’s livelihood. As a special form of historical protected areas, the overall protection of the historical and cultural protected areas in the Beijing suburbs has its own advantages, but there are also some unavoidable difficulties, and there are many worrying phenomena, such as "constructive destruction". To effectively deal with these new problems and new phenomena, necessary legal measures must be provided as a feasible and effective response to the problems existing in the overall protection of historical and cultural protected areas in Beijing.
