摘要
以我国中部地区案例河流域为例,通过梳理现状水污染问题和综合整治过程中的难点,提出流域综合治理和管理可采取模式:(1)明确流域治理目标,从城市到水里开展综合治理;(2)明确工程的长期性,完善生态修复模式;(3)建立完整的跨部门跨地区的全流域管理机构,统一协调调配;(4)提前做好流域沿岸的产业布局规划,开发与治理适配;(5)政府积极鼓励民众和企业共同参与,经济欠发达地区的综合治理,需要政府采取新的商务模式以吸引治理资金,达到双赢。以期能为我国流域的综合治理和管理开发提供一定参考。
Taking a watershed in central China as an example,by combing the current water pollution problems and the difficulties in the comprehensive remediation process,an available mode of was given:①determined objectives and comprehensive management need to go from city to water;②clarify the long-term feature of the project and improve the manner of ecological restoration;③establish a complete inter-departmental and inter-regional watershed management organization to coordinate;④an industrial layout plan along the river should be completed in advance to match remediation with development;⑤the government should encourage the people and enterprises to participate together,and comprehensive remediation in economically underdeveloped areas requires the government to adopt a new business model to attract governance funds and achieve a win-win situation.In this paper,some reference were provided on comprehensive remediation,management and development.
