摘要
住房保障可以分为供给方补贴和需求方补贴两种方式。回顾西方国家住房保障制度的发展历程,早期均以供给方补贴为主,而后逐渐转向需求方补贴,两种住房保障方式对改善收入分配均有重要作用,但政策缘由和实施效果又有明显不同。现阶段,为了更好发挥住房保障的收入分配作用,我国应主要采取供给方补贴方式,不宜过分否定"产权出售"的住房保障形式,可以根据保障对象的收入水平灵活适用不同的住房保障方式。
Housing security can be divided into two modes:supply-side subsidy and demand-side subsidy.In the development of housing security system in western countries,supply-side subsidy was primarily adopted in the early stages,for which demand-side subsidy gradually substituted.Both two modes are effective in optimizing income distribution,but their political reasons and the effect of implementation were obviously different.Nowadays,subsidy-side supply should be the principal mode in our country in order to fully exert the effect of housing security on income distribution.It is inappropriate to completely deny the housing security form of“property right sale”.Different housing security modes can be applied flexibly in concordance with the income level of the insured.
