摘要
为了实现贫困人口、贫困村和贫困县有序退出,确保贫困退出"反映客观实际、经得起检验",党中央、国务院建立了贫困退出机制。在贯彻落实的过程中,各地制定了差异化的退出标准和程序的实施细则。应当在此基础上补充第三方评估,进一步提高贫困退出机制的合理性、可行性和公正性。
In order to realize the orderly withdrawal of the poor population,poor villages and poor counties,and to ensure that the withdrawal of poverty reflects objective reality and can stand the test,the CPC Central Committee and the State Council have established a poverty withdrawal mechanism.In the process of implementation,various regions have formulated differentiated withdrawal standards and implementation rules of procedures.Third party evaluation should be supplemented on this basis to further improve the rationality,feasibility and impartiality of poverty withdrawal mechanism.
