摘要 从全球能源演变过程来看,能源清洁低碳化利用是应对全球气候变化和构建和谐生态环境的必由之路。在对全球能源发展趋势分析的基础上,重点研究了天然气在实现能源消费结构转型升级过程中的重要地位和作用。通过分析天然气成为我国主体能源的现实条件和市场基础,提出了从供给侧打造我国5A级,即"可获得、运得到、用得稳、买得起、有责任"天然气产业链的战略构想,以及通过深化天然气体制改革和政策支持相结合的近中期和中长期实施路径及建议。 From the perspective of global energy evolution, clean and low-carbon energy utilization is the only way to deal with global climate change and build a harmonious ecological environment.Based on the analysis of the trend of global energy development,this paper focuses on the important position and role of natural gas in the process of energy consumption structure transformation and upgrading. Through analyzing the realistic conditions and market basis of natural gas becoming the main energy source in China, this paper puts forward the strategic idea of creating 5A natural gas industrial chain in China from the supply side, that is, "availability,accessibility,assurance,affordability,accountability " natural gas industry chain, and the short-medium-term and medium-to-longterm implementation path and suggestions by deepening natural gas system reform combined with and policy support.
