摘要
作为传统农业大国,水利建设关乎民生,历来受到统治者的重视。政务文书为考察清代水利保护与建设提供独特视角。清政府通过制定颁发水利文书,阐发清代水利保护政策与思想;积极设置各层次水利职官,确保各项水利措施的顺利实施;一些民间规约的执行也对水利保护起到积极作用。透过一系列的文书可以管窥清代水利资源的保护与建设体系,以及对现代水利资源的保护与治理的借鉴意义。
As a traditional agricultural country,water conservancy construction is related to people's livelihood and has always been valued by rulers.The government documents provided a unique perspective for the investigation of the water conservancy protection and construction in the Qing dynasty.By formulating and issuing water conservancy documents,the Qing government expounded the water conservancy protection policies and ideas,and actively set up various levels of water conservancy officials to ensure the smooth implementation of various water conservancy measures.The implementation of some non-governmental regulations also played a positive role in water conservancy protection.A series of documents established the protection and construction system of water resources in Qing dynasty,which still has certain reference significance for the protection and management of modern water resources.
