摘要
老挝革新开放后,不断加快融入国际社会的步伐,老挝与在老挝的国际非政府组织的交流、合作密切。目前在老挝有159个国际非政府组织,国际非政府组织在老挝开展的活动不仅限于健康、医疗、教育等民生项目,也涉及人权、环保、民权、农村、商业运营以及信息技术等方面。国际非政府组织在推动老挝社会治理、改善当地民生、维护老挝少数民族权益、促进老挝妇女和儿童权益保护等方面发挥了积极作用。随着国际非政府组织在老挝的影响力不断扩大,为确保老挝政局的稳定和社会的安定,老挝政府逐渐加大对国际非政府组织的管理力度。老挝总理2010颁布的关于《国际非政府组织法令》的第13号法令规定,对国际非政府组织在老挝所开展项目的实施、人员组成以及资金流向等的申请和批准进行了详细的规定和严格的限制。当前,老挝政府除进一步借助和依靠国际非政府组织发展本国经济、改善民生,还将进一步严格控制和限制国际非政府组织的活动和项目开展,尤其是对具有宗教背景和政治色彩的国际非政府组织加以严格的监管。
After reform and opening u p,Laos has accelerated its integration into the international there are159international non-governm ental organizations in Laos,and their activities in Laos are not only concerned about health,medical care,education and other livelihood projects,but also involve human rights,environmental protection,civil rights,rural areas,commercial operation and information technology.International non-governmental organizations have played an active role in promoting social governance in Laos,improving local people's livelihood,safeguarding the rights and interests of ethnic minorities in Laos and promoting the protection of the rights and interests of women and children in Laos.With the influence growth of international non-governmental organizations in Laos,the Lao government gradually increased its governance on international non-governmental organizations to ensure the political and social stability in Laos.According to relevant regulations of the international organizations act issued by Laos in2010,there are detailed regulations and strict restrictions on the and the flow of funds and on the application or approval of projects carried out organizations in Laos.Currently,the Lao government will further control and restrict the activities and projects of international non-governmental organizations strictly,especially those with religious background and political complexion,as well as rely on international non-governmental organizations to develop national economy and to improve people's livelihood.
