摘要
科技管理工作是各级科技行政主管部门的日常工作之一,主要对象是承担各基层单位的项目、成果、奖励、知识产权等管理工作,在管理的过程中需要进行一定的受理、评审、跟踪管理、统计分析等工作。由于管理过程所涉及的环节较多,处理形式难以统一,不可避免的会存在重复性劳动的现象;又由于信息上报不及时导致后续很多复杂的处理流程,使得管理工作量大、工作效率低,资源汇总与查询统计繁杂,不利于集团的统一管理。因此,科技管理需要依托信息化的管理平台,实现整个集团规范、统一、集中式的流程化管理。
Science and technology management is one of the daily work of the competent departments of science and technology administration at all levels.The main object is to undertake the management of projects,achievements,awards,intellectual property and other work of the basic units.In the management process,certain acceptance,evaluation,follow-up management and statistical analysis are required.Because the management process involves many links,the processing form is difficult to unify,inevitably will exist the phenomenon of repetitive labor;In addition,due to the late reporting of information,a lot of complex processing procedures have been followed,resulting in a large workload of management,low work efficiency,complex resource collection and query statistics,which is not conducive to the unified management of the group.Therefore,scientific and technological management needs to rely on the informationbased management platform to realize the standard,unified and centralized procedural management of the whole group.
