基于物质流成本会计法的环境收入计量——以HY市生活垃圾焚烧发电厂为例 被引量：5

摘要 近年来我国城市生活垃圾渐趋围城之势,威胁着脆弱的城市生态环境。鉴于此,运用物质流成本会计方法构建环境收入计量的框架体系,分别对外部环境收入和内部环境收入进行界定,提出外部环境收入的计量模型,并应用于HY市生活垃圾焚烧发电厂可实现环境收入的测算。不仅关注环境成本,而且将研究领域延伸至环境收入的核算与计量,引入物质流成本会计核算方法,以及日本环境会计评价系数,构建了外部环境收入的计量模型,实现了外部环境收入的内部化计量,为全面评价城市生活垃圾焚烧发电厂的环境净收益、据此作出科学决策提供了基础。
