摘要
近年来,中国城镇化进程不断加快,城乡一体化进一步深入,但同时一些如乡村空心化、公共服务滞后、发展动力不足等问题也逐渐凸显,传统的乡村治理体系已无法适应城镇化发展要求。河南是一个人口和农业大省,一些问题表现更为显著。为解决上述问题,中央提出乡村振兴的战略规划。实施乡村振兴战略,有效的乡村治理是前提,应尽快建立适应经济社会发展的新的乡村治理体系。在政策导向上,要注意顶层设计与区域实际相协调;在治理方式上,积极探索多元主体共同参与的方式;在推进路径上,要注重整体发展与重点突破的结合。
In recent years,China's urbanization process has been accelerating,and the integration of urban and rural development has been further promoted.At the same time,some problems such as rural hollowing-out,public services lag,and the lack of development momentum have gradually emerged.Traditional rural governance systems have been unable to meet the requirements of the development.Henan is a populous agricultural province,and some problems are more noticeable.In response to the above problems,the central government proposed a strategic plan for rural revitalization.To implement the strategy,the prerequisite is to carry out effective rural governance system.Thus new rural governance system adjusting to economic and social development should be established as soon as possible.In terms of the policy orientation,the rural governance system should highlight the coordination between the top-level design for the rural governance and the reality of the rural regions;with regarding to the governance mode,the active participation of the multiple entities should be explored;with respect to the implementing path,both comprehensive advance and breakthroughs of key rural areas should be combined.
