摘要
易地扶贫搬迁作为精准扶贫的重要扶贫减贫策略之一,是一个在政策支持下实现部分非城镇人口转移到城镇的过程,不可避免地要面对如何处理搬迁和城镇化进程中出现的种种问题。本文在学界有关研究的基础上,结合对当前正在实施易地扶贫搬迁工程的X乡的调查,分析了该地区的易地扶贫搬迁在推进城镇化进程中面临的城镇规划不合理、财政负担重、搬迁动员效果不理想、基层矛盾复杂、搬迁对象反悔现象等问题,并进一步提出为了实现易地扶贫搬迁工作与城镇化建设协调推进和贫困人口的可持续发展,应该在城镇发展规划、扶贫资金监管、生计保障、干部培养、配套措施跟进等方面加大重视力度,确保易地扶贫搬迁工程的顺利开展和城镇化的健康发展。
Relocation as one of the important poverty alleviation and poverty relief strategies based on precision poverty alleviation,is a process of large number of non-urban population migration to urban with the help of policy,will inevitably have to face how to deal with problems of relocation and the process of urbanization.This paper is based on the academic research,combining with the investigation of X township which is carrying out the relocation project for poverty alleviation in different areas,the paper analysis the problems of urban planning is not reasonable,financial burden is heavy,mobilization effect is poor,the basic contradiction is complicated,regret phenomenon of relocation in the process of urbanization.In order to achieve the coordinated promotion of the relocation of poverty relief and urbanization and the sustainable development of the poor population,more attention should be paid to urban development planning,supervision of poverty alleviation funds,livelihood security,cadre training,follow-up supporting measures,etc.to ensure the smooth development of the relocation project and the healthy development of urbanization.
