摘要
文章基于土地的基本功能通过从生产、空间、保障三个层次建立了土地资源承载力评价指标体系,并通过AHP法来确定了各因素因子的权重,对淮河流域地区五省区进行评价研究,结果表明:各省份在各年份的承载力数值都在0.5以上,说明淮河流域五省份的土地承载力处于较高的水平,但淮河五省份的承载力都没超过0.8(除了山东省),距离最优的承载力仍有一定的差距.通过对各省份障碍度因素进行分析,障碍度因素主要集中于生产子系统和空间子系统方面.政府等相关部门应从耕地的保护、转变经济方式、控制人口的增长等方面来制定更加合理有效的措施,从而进一步提高各省份的土地综合承载力.
Based on the basic functions of land,the paper established an evaluation index system for land resources carrying capacity from the three levels of production,space,and guarantee,and determined the weight of each factor by AHP method.The assessment of five provinces and districts in the Huaihe River Basin was conducted.The results are as follows:First,the provinces′capacity values for each year are all above 0.5,indicating that the land carrying capacity of the five provinces in the Huaihe River Basin is at a relatively high level,However,the carrying capacity of five provinces in the Huaihe River did not exceed 0.8(excluding Shandong Province),and there is still a certain distance between the optimal bearing capacity.Second,the article analyzes the factors of the obstacles in each province.The obstacle factors mainly focus on the production subsystem and the space subsystem.Third,the government and other relevant departments should formulate more reasonable and effective measures in terms of protection of cultivated land,transformation of economic methods,and control of population growth,so as to further increase the comprehensive land carrying capacity of all provinces.
