摘要
[目的/意义]为提升国家创新能力、促进经济的持续发展,英国于2010年启动建设国家科技创新智库——弹射中心,弹射中心的成功建设奠定了英国全球创新领导者的地位。弹射中心的发展经验对于中国建设国家技术创新中心具有重要的借鉴意义。[方法/过程]引入高分子化学中的自由基聚合理论,在分析其适用性的基础上,对英国弹射中心的创新主体、战略目标与组织定位、创新生态环境等进行了深入研究,并以其治理机制和建设经验为借鉴,对中国建设国家技术创新中心提出了对策建议。[结果/结论]政府、高校/科研院所、企业是弹射中心建设的3类功能性单体;弹射中心的战略定位和组织目标是引发剂;优良的创新生态环境是适宜的反应条件,最终形成弹射中心共聚物。
[Purpose/Significance]In order to enhance national innovation ability and promote the sustainable development of the economy,the UK established the national science and technology innovation think tank,namely the catapult centres in2010.The successful construction of the catapult centres made the UK one of the global innovation leaders.The experience of the catapult centres provides important reference for China to build national technology innovation centres.[Method/Process]The theory of free radical polymerization in polymer chemistry was introduced.Based on the analysis of its applicability,the paper conducted an in-depth study on the innovation subjects,strategic objectives,organization positioning and innovative ecological environment of UK's catapult centre.The governance mechanism and construction experience of UK's catapult centre provide reference for the construction of China's national technology innovation centre,and countermeasures were put forward.[Result/Conclusion]It was pointed out that the government,universities/scientific institutes and enterprises were the three types of functional monomers for the construction of the catapult centres;the strategic positioning and organizational goals of the catapult centres were the initiators;the excellent innovative ecological environment was the appropriate reaction condition and finally yielded the copolymer of catapult centres.
