摘要
河南省科技创新人才发展仍存在一些突出的问题,如科技创新人才队伍的结构不甚合理,缺乏对"高精尖缺"人才的顶层设计;科技创新人才在高等院校、科研机构、科技企业之间无法形成以科技创新活动为核心的流动机制;缺乏针对不同类型科技创新人才的分类评价制度等。因此,必须建立河南省科技创新人才可持续发展的机制,加快科技创新人才队伍结构的战略性调整,大力培养优秀科技创新人才,营造激励科技人才创新创业的良好生态,开创富有创新理念的体制机制新局面。
There are still some outstanding problems in the development of science and technology innovation talents in Henan Province.For example,the structure of the science and technology innovation talents team is not very reasonable,and there is a lack of top-level design for"advanced,professional and urgently-needed"talents;it is impossible for the science and technology innovation talents to form a flow mechanism centered on scientific and technological innovation activities among higher education institutions,technology research and development institutions and technology companies;and there is a lack of a classification and evaluation system for different types of science and technology innovation talents.Therefore,it is necessary to establish an institutional mechanism for the sustainable development of science and technology innovation talents in Henan Province,accelerate the strategic adjustment of the structure of science and technology innovation talents team,vigorously cultivate outstanding science and technology innovation talents,create a good ecology that encourages science and technology talents to innovate and start businesses,and create a new system with innovative mechanism.
