中国干旱地区城镇体系发展效率研究——以乌鲁木齐都市圈为例

摘要 构建乌鲁木齐都市圈是为了在干旱地区城市分散发展的情况下加强区域合作与协调,并带动周边地区经济发展。以2002、2006、2010和2015年作为研究的4个时间节点,选取相应的社会经济数据,应用DEA方法,对乌鲁木齐都市圈发展效率进行研究。结果表明,(1)乌鲁木齐都市圈的发展效率是以乌鲁木齐市和石河子市双向全面发展为主的。(2)乌鲁木齐都市圈内其他各县市发展效率提升空间仍然很大。(3)2015年以后进入到一个新的发展时期,与前三个发展时间节点有明显不同。 The construction of the urban system of Urumqi metropolitan area is to strengthen regional cooperation and coordination,and to promote the economic development of the surrounding areas,in the case of decentralized development of cities in arid areas.Taking 2002,2006,2010 and 2015 as the four time cross sections of the study,the corresponding socio-economic data are selected,and the development efficiency of Urumqi metropolitan area is studied by using the DEA method.The main methods used in DEA are the CCR model,the BCC model and the Malmquist index.The CCR model is the DEA method does not consider the return to scale the overall efficiency of the main calculation model,the BCC model is considered under the condition of variable returns to scale can reflect the research elements of increasing or decreasing trend,the Malmquist model is a kind of dynamic efficiency evaluation index,mainly in total factor productivity.The results show that:①The development efficiency of Urumqi metropolitan area is mainly based on the all-round development of Urumqi and Shihezi.②the development efficiency of other counties and cities in Urumqi metropolitan area is still in great room for improvement.③2015,it has entered a new period of development,which is obviously different from the first three development time nodes.
