摘要
理想主义和现实主义是美国两大外交传统。但何时是理想主义主导,何时是现实主义主导?通过对美国老布什政府时期对港政策的决策政治进行研究,本文发现当美国白宫的决策者受到国际体系的压力,更加重视美国霸权稳定时,会采用现实主义的外交政策;当美国白宫的决策者受到国内政治压力,更加重视国内价值和利益的实现时,会采用理想主义的外交政策。
Idealism and Realism are U.S.’diplomatic traditions.But when will Realism prevail and when will Idealism speak?The study makes an analysis of George Bush s policy-making politics in its policy to Hong Kong.It concludes that when policy-makers in White House are pressed by the international system and attach importance to the stability of U.S.’hegemony,they will adopt realism;but when policy-makers in White House are pressed by domestic politics and attach importance to values and domestic interests,they will adopt idealism.
