摘要
在新一轮经济全球化浪潮中,建设制造强国要在高水平的开放经济体系下进行。高质量地建设现代化经济体系,要求我们在开放条件下进一步深入思考制造业转型升级的战略、主攻方向和根本路径。我们提出在GVC上建设制造强国的政策主张:一是中国企业完全可以依托庞大的内需,建设需求或技术驱动的GVC,把全球供应商纳入自己主导的分工网络中;二是现阶段应该扬弃静态比较优势理论,以动态竞争优势理论为指导,加强对GVC上游的某些高知识技术密集环节的追赶,实施扬长补短策略,拓宽瓶颈部门;三是为了挣脱在GVC上"被俘获"的命运,必须鼓励企业坚持不懈地进行功能升级,重点发展制造型服务业;四是制造强国需要有良好的竞争政策为基础,营造公平竞争市场环境。要区分GVC上两类不同的供应商,主要运用竞争政策坚决去掉过剩严重的周期性产业的产能;五是把价值链攀升与培育世界级先进制造业集群这两大任务结合起来,实施战略互动。
The realization of a manufacturing power requires an advanced,open economy in order to adapt to the new wave of economic globalization.To build a modernized economy more efficiently,we need to think further,without constraint,about the strategy,main direction and fundamental path of the transformation and upgrading of the manufacturing industry.We propose a policy to build a manufacturing power based on Global Value Chain(GVC).Firstly,the reliance on huge domestic demand enables Chinese enterprises to create a GVC driven by demand or technology,thus bringing global suppliers into their own dominant division network.Secondly,at the current stage,the dynamic competitive advantage theory should displace the current guiding position of the static comparative advantage theory,so as to promote the competitiveness competition in high-knowledge and technology-intensive links along the upstream of GVC;further developing bottleneck sectors with the strategy of promoting strengths to make up for weaknesses.Thirdly,to avoid the fate of being“captured”by GVC,enterprises must be encouraged to upgrade their existing functions by focusing on the development of the manufacturing service industry.Fourthly,building a manufacturing power must be based on favorable competition policies and a fair market as conditions for competition.To distinguish between the two different types of suppliers on GVC,the competition policy is mainly employed to eliminate the excess capacity of cyclical industries.Finally,strategic interactions should be implemented following the combination of two major tasks:striving to reach the top of the value chain and cultivating world-class manufacturing clusters.
