摘要
现阶段,在具体实践层面中以"电子保函"替代保证金的理论研究成果较少,一定程度上制约了建筑行业电子招投标的发展。首先分析投标保证金及其存在的不足,进而阐述公共资源交易平台中"电子保函"替代投标保证金的意义,最后识别交易平台+"电子保函"服务模式存在的潜在风险,并提出具体技术保障措施。
In practice,there is less theoretical research result of“electronic guarantee”replacing margin,which restricts the development of electronic bidding in construction industry to a certain extent.For this reason,this paper first analyzes the bid security and its defects,and explains the significance value of using“electronic guarantee”replacing bid security in public resources trading platform.Finally,identifies potential risks of trading platform+“electronic guarantee”service model,and puts forward specific technical countermeasures.
