摘要
[目的/意义]科学数据与科学论文一样,被视为重要的科研产出,是一种具有潜在经济价值的战略资源,同时是政府机构、科研单位和企业制定规划、做出决策的重要参考资料,对促进科技创新和国家发展具有重要作用。[方法/过程]以科学数据为研究对象,探究科学数据开放共享保障机制,包括政策法规建设、组织服务、技术支持、资金支持,然后基于系统动力学模型描述各保障因素的作用机理,利用Vensim PLE进行仿真模拟。[结果/结论]由仿真结果可知,模型很好地模拟了科学数据开放共享的过程,进一步调参分析揭示:政策法规建设、组织服务、技术支持、资金支持变量都对科学数据的开放共享量有正向影响。
[Purpose/Significance]Scientific data,like scientific papers,are regarded as an important scientific research output and a strategic resource with potential economic value,which is also a reference resource for government departments,scientific research institutions and enterprises to make plans and decisions and plays an important role in promoting science and technology innovation and national development.[Method/Process]Taking scientific data as the research object,combined with open data theory,the paper explores the scientific data opening and sharing security mechanism,including policies and regulations,organizational services,technical support,and financial support.Then,based on the system dynamics model,the mechanism of each safeguard factor is described,and the simulation and sensitivity analysis are carried out by Vensim PLE.[Result/Conclusion]The simulation results show that the model can simulate the opening and sharing process of scientific data very well,and further adjusting parameters analysis reveals that policies and regulations,organizational services,technical support,financial support variables all have a positive impact on the opening and sharing of scientific data.
