摘要
在当前知识经济的背景下,知识产权能力受到了各国各地区的纷纷重视。文中针对区域这一对象,基于系统协同理论,结合相关研究结果,构建了由创造能力系统、运用能力系统与保护服务系统3个子系统共同组成的区域知识产权能力系统。结合区域知识产权能力系统的概念,选出相应的序参量并量化,构建出了相应指标体系,在此基础上选用有序度模型及系统协同度模型,利用江苏省2006—2015年知识产权能力相关原始数据进行了实证分析。研究发现,3个子系统共同有机构成了区域知识产权能力系统;区域知识产权能力系统的协同发展需要各子系统同时实现有序发展;江苏省的区域知识产权能力系统近十年来逐渐走向协同发展,但仍存在知识产权创造潜力发挥不充分、知识产权运用需求有下降趋势、知识产权保护服务水平发展滞后的问题。
In the background of knowledge economy,the Intellectual Property Capability has been taken seriously by various countries.Taking regions as targets and based on the theory of system collaboration,this paper created a regional intellectual property capacity system composed of three subsystems,namely,the creation capability system,the application capability system and the protection service system.Through the corresponding order degree model and system synergistic model designed,this paper made an empirical analysis of the raw data of intellectual property in Jiangsu province from 2006 to 2015.It found that the three subsystems,together,forms a regional intellectual property system;the coordinated development of regional intellectual property capacity system requires the simultaneous development of all subsystems;there are such problems as insufficient intellectual property creation potential,declining demand for intellectual property application and lagging development of intellectual property protection services in Jiangsu province,.
