摘要
积极推动公共文化服务发展是满足人民日益增长的美好生活需要的途径之一,而对公共文化服务绩效进行评估对于测评其发展的充分和平衡状况有重要意义。在新常态背景,采用描述性统计方法,从经济绩效、效率绩效和公平绩效三维视阈展开针对江西公共文化服务的绩效评价问题研究,结果发现:江西公共文化服务建设总体表现良好,在经济绩效方面,增长速度及增长稳定性方面略差,但在对公共文化服务的投入占公共预算收入、公共财政支出的比重指标方面均总体优于全国同类指标;在效率绩效方面,发展优势在艺术表演团体、公共图书馆和博物馆建设方面,长期领先全国水平,劣势在文化馆、图书、报纸和期刊方面,与全国水平还有一定差距;在公平绩效方面,各地级市存在较显著的发展"高地"和"洼地"现象,需要加强不同地市间的均衡发展。最后基于评价结果有针对性地提出了相关优化设计策略。
One of the ways to meet people’s growing needs for a better life is actively promoting the development of public cultural services.The evaluation of the performance of public cultural services is of great importance to evaluate the sufficient and balanced development of public cultural services.Based on the background of the new normal,the thesis,taking the method of descriptive statistics analysis,studies the development evaluation of public cultural services of Jiangxi from three-dimensional version of economic performance,efficiency performance and equity performance.The results show that:the development of public cultural services of Jiangxi generally does well.In economic performance,the growth speed and stability are slightly worse,but investment in public cultural services generally does better.In efficiency performance,the advantages of development lie in the construction of art performance groups,public libraries and museums,the disadvantages include cultural centers,books,newspapers and periodicals.In equity performance,each prefecture-level city has obvious development“highland”and“depression”phenomenon,which needs to strengthen the balanced development between different prefecture-level cities.Finally,based on the evaluation results,the thesis puts forward elevant optimization design strategies.
