摘要
农地流转问题一直是政府和学界关注的焦点话题。目前学界相关成果主要涉及农地流转的核心价值与运行动力、基本模式与实践样态、产权属性与制度安排、矛盾纠纷与治理路径等方面。借鉴国外农地流转的主要经验,建议学界重点加强关于农地产权属性的界定和缕析,深入研究农地制度的改革方向和农地流转行为的监督管机制,探讨农地流转引致的农业规模经营的适合方式,为乡村振兴的实现提供创新思路。
The issue of rural land transfer has always been the focus of the government and academia.At present,the relevant academic achievements mainly involve the core value and operational power of rural land transfer,basic mode and practice pattern,property right and institutional arrangement,contradictions and its governance path,and so on.Learning from the main experiences of foreign land transfer,we suggest that the academic circles should focus on the definition and analysis of the rural land property right,study the reform direction of rural land system and supervision mechanism of rural land transfer behavior,discuss the suitable way of agricultural scale operation caused by rural land transfer,so as to provide innovative ideas for the realization of rural revitalization.
