摘要
随着地区间要素成本差距的逐渐加大,对外直接投资不均衡发展,通过制造业合理转移实现各地区要素资源有效配置,已成为我国产业优化升级的重要方式。基于2006-2015年相关省际面板数据,考虑制造业企业的技术异质性,运用空间数据探索分析法以及构建合适的动态空间杜宾模型,研究中国对外直接投资与不同技术特点或水平的制造业转移的空间效应。结果显示:(1)低技术、中高技术水平的制造业存在明显的空间溢出效应,主要表现为向中西部省域扩张,而高技术水平制造业则稳定集聚在东部沿海省份;(2)对外直接投资发展抑制了经济结构相似的周边省份低技术水平制造业的发展,从而发生"成本换市场"的衰退型转移;(3)对外直接投资的发展使得中高技术水平制造业向经济结构相似的周边省份发生"市场换市场"的扩张型转移,形成"高-高"集聚的空间格局;对外直接投资对高技术水平制造业转移影响不明显,其主要在东部沿海省份内部发生"稳定性转移";(4)对外直接投资对中、东部自身内部制造业的空间效应也存在一定差异。优化对外直接投资水平和结构,制定承接产业转移的相关政策,提高基础建设水平,对形成协同发展模式,促进产业布局的优化升级,充分利用国际和国内两个市场,制定差异化的制造业发展战略具有重要作用。
With the increasing gap of factor cost between regions and the unbalanced development of foreign direct investment,it has become an important way to optimize and upgrade the industry of our country through the rational transfer of manufacturing industry to realize the effective allocation of regional factor resources.Using the relevant provincial panel data from 2006 to 2015,this paper innovatively considers the heterogeneity of manufacturing technology,and constructs an appropriate dynamic spatial Durbin model through the Spatial Data Exploration and Analysis(ESDA)method.The spatial effects of outward foreign direct investment(OFDI)and technological heterogeneity of manufacturing industry in China are studied.The results are as follows:(1)There are obvious spatial spillover effects in the low-technology,medium-high technology level manufacturing industry,which is mainly in the expansion to the central and western provinces,while the high-tech manufacturing industry is concentrated steadily in the eastern coastal provinces;(2)The development of OFDI inhibits the development of low-technology manufacturing industry in neighboring provinces with similar economic structures,resulting in the“cost-for-market”recession transfer;(3)Owing to the development of OFDI,the expansion of“market for market”occurred in the middle and high-tech manufacturing industry to the neighboring provinces with similar economic structure,forming the spatial pattern of“high-to-high”agglomeration.But the influence of OFDI on the transfer of high-tech manufacturing industry was not obvious.It mainly exists in the“stability transfer”in the eastern coastal provinces;(4)There are also some differences in the spatial effects of the internal manufacturing industry in the eastern part of China.Finally,the policy implications are optimizing the level of foreign direct investment,formulating relevant policies to undertake the industrial transfer,improving the level of infrastructure construction,and etc.The conclusions of the study are
