摘要
近年来,随着中国经济进入新常态,供给侧结构性改革全面推进,能源转型步伐加快,天然气能源得到快速发展。目前,在推进能源革命战略和生态文明建设的背景下,促进天然气发展在相当长时期内应成为中国能源转型的战略选择,同时面临新要求、新挑战。随着国内液化天然气接收站的快速建设,作为液化天然气接收站内重要设施的LNG储罐也得到迅猛发展,尤其16万立方米LNG全容储罐,已成为目前液化天然气接收站的主流罐型。提高对16万立方米LNG全容储罐的投资管控,减少其建造成本的投入,对液化天然气接收站的整体工程造价控制,具有重要意义。文章针对16万立方米LNG全容储罐建设工程的基本特点和建造成本的控制方法,结合中国海油中下游工程造价管理中心编制的《16万立方米液化天然气预应力混凝土全容储罐概算定额》的颁布施行及定额标准体系的建立,对国内液化天然气产业的推动作用进行探讨。
Supply side structural reform is n promoted comprehensively,the energy transformation pace is accelerated,and natural gas energy is developed rapidly along with Chinese economy entrance into new normal state in recent years.Promotion of natural gas development should become the strategic choice of China energy transformation in a long period of time under the background of advancing the energy revolution strategy and ecological civilization construction at present.Meanwhile,LNG storage tank is also rapidly developed as important facility in LNG receiving station aiming at new demands and new challenges with the rapid construction of liquefied natural gas receiving station.LNG full-capacity storage tank with the capacity of 160,000 m3 especially has become a mainstream tank type of LNG receiving station.It is of great significance to improve the investment control of 160,000 m3 LNG full-capacity storage tank,reduce the cost investment of construction,and control overall engineering cost of LNG receiving station.The impetus function of domestic liquefied natural gas industry is discussed in the paper aiming at the basic characteristics of 160,000 m3 LNG full capacity storage tank construction project and the control method of construction cost by combining with enactment and establishment of‘Budget Estimate Quota of 160000 m3 Liquefied Natural Gas Pre-stressed Concrete Full-capacity Storage Tank’prepared by CNOOC Midstream and Downstream Project Cost Management Center and establishment of quota standard system.
