摘要
文章采用2006-2016年省级数据,分析我国地方政府行为及金融发展与产业结构升级的关系。研究发现:地方政府的财政支出行为促进了产业结构升级,对金融机构的干预行为对产业结构产生了负面影响;金融发展促进了产业结构升级,存在地方政府干预条件下,金融发展对产业结构升级的影响因干预动机强弱而异,财政压力越大、国企占比越高、政绩诉求越高的地区,金融发展对产业结构升级作用越弱;近年来,随着我国全面深化改革的推进,政府行为对产业结构升级的影响正在变小,金融发展对产业升级的支撑作用更加明显,三者关系正在发生结构性变化。
This paper uses the provincial data from 2006 to 2016 to analyze the impact of local government behavior and financial development on the upgrading of industrial structure.The study finds that the fiscal expenditure behavior of local government promotes the upgrading of industrial structure,and the intervention of financial institutions has a negative impact on the industrial structure.Financial development promotes the upgrading of industrial structure.Under the condition of local government intervention,the influence of financial development on the upgrading of industrial structure varies with the strength of intervention motivation.The greater the fiscal pressure,the higher the proportion of the state-owned enterprises and the higher demand for the government s record,the weaker the role of financial development in the upgrading of industrial structure.In recent years,with the facilitation of China s comprehensive deepening reform,the influence of government behavior on the upgrading of industrial structure is decreasing.The supporting role of financial development in industrial upgrading is more obvious,and the relationship between the three is undergoing the structural change.
