摘要
协同创新是扩散创新成果、提升创新绩效的重要路径,政府的"有为治理"与市场的"有效配置运行"缺一不可。长江经济带肩负打造东中西创新驱动发展示范带、引领带的空间布局功能。文章选取2000-2016年11省市面板数据,基于灰色系统理论模型对长江经济带协同创新绩效进行分析和评价,研究结果表明:由于经济单元、行政区域的非一致性和创新资源的稀缺性以及各省市创新过程中存在强烈的地方利益驱动,省际创新能力与绩效差异明显,沪、苏、浙创新绩效明显超过其他省市,鄂、川、渝和湘、皖等地域单元创新绩效处于第二梯队,而赣、云、贵创新绩效排名靠后,综合评价结果较差,阻碍了区域协同创新。基于此,文章提出要构建多层次区域协作治理体系,强化引致协同创新合作的动力形成、传导扩散、利益激励和风险防范机制,破除行政壁垒,实现省际创新绩效的跨行政边界溢出。
Collaborative innovation is an important way to spread the innovative achievements and improve the innovative performance.The government s“effective governance”and the“effective allocation and operation”of the market are indispensable.The Yangtze River Economic Belt bears the responsibility of building an innovation-driven demonstration belt geographically.This paper selects the panel data of eleven provinces and municipalities from 2000 to 2016,analyzes and evaluates the collaborative innovation performance of the Yangtze River Economic Belt based on the grey system theory model.The study results show that:Due to the inconsistency of economic units and administrative regions and the scarcity of innovative resources,as well as the strong local interests driven by the the innovation process in various provinces and municipalities,the inter-provincial innovation capability and performance are significantly different.The innovation performance in Shanghai,Jiangsu and Zhejiang is significantly higher than that in other provinces and municipalities.The innovation performance of Hubei,Sichuan,Chongqing,Hunan,Anhui and other regions is in the second echelon.Whereas Jiangxi,Yunnan and Guizhou rank lower in the innovation performance with poor comprehensive evaluation,which hinders the regional collaborative innovation.Based on this,the paper proposes countermeasures and suggestions,which include establishing a multi-level regional collaborative governance system,strengthening the dynamic formation,conduction diffusion,interest incentives and risk prevention mechanisms that lead to collaborative innovation cooperation,breaking down the administrative barriers,so as to achieve cross administrative boundary spillovers of inter-provincial innovation performance.
