摘要
从绿色水电发展的背景入手,运用马克思主义立场观点和方法,重新认识小水电的历史发展进程,分析研判我国小水电发展中的问题,较为系统地提出了绿色小水电发展的关键举措及保障措施,指出绿色发展是我国小水电可持续发展的必由之路。
History and progress of small hydropower development are reviewed and reexamined under the background of encouraging green hydropower development,with the application of Marxist standpoint and methodologies.Based on analysis of problems and challenges with small hydropower development in China,key initiatives and safeguarding measures are proposed in a systematically manner.It is believed that green development is the only way for sustainable development of small hydropower in China.
