摘要
社会化媒体为公共管理营造了开放式创新环境,使公共管理能够大规模发布PSI、促进公众参与、加强与公众互动、实现协作,从而增加政务透明度、改进公共服务质量、增进与公众的关系和实现协作性公共管理;同时又使其创新面临信息安全和网络暴力、数据泛滥和信息过载、国家空洞化和集体非理性、政府缺乏社会化媒体使用经验、组织阻力、数字鸿沟和社会排除等挑战。所以,政府要树立公共价值观、培养公众社会意识和深度参与、充分利用社会化媒体、形成协同治理机制、健全法律和法规、构建绩效评价指标体系和拓宽ICT应用广度和深度。
Social media offers an open innovation surrounding for public management,enabling public management to issue PSI on a large scale to promote public participation,strengthen interaction with the public and achieve collaboration,thereby increasing transparency in government affairs,promoting the quality of public service,improving relations with the public and achieving collaborative public management,while at the same time making their innovations to face challenges such information security and network violence,overflowing data and information overload,national emptiness and collective irrationality,the lack of experience in the use of social media by governments,organizational resistance,digital divide and social exclusion.Therefore,the government should establish public values,cultivate public social awareness and deep participation,make full use of social media,form a cooperative governance mechanism,improve laws and regulations,build performance evaluation index system and broaden the scope and depth of ICT application.
