摘要
合理有效规范共享单车运行机制要求政府、共享单车企业以及消费者三方之间形成一个良性的生态循环系统,互相制约,互相促进。基于演化博弈,分析政府—企业—消费者三者之间利益关系,以寻找演化稳定策略,并探寻三方决策行为的影响因素。研究发现政府、共享单车企业以及消费者之间的长期均衡博弈与政府的正常收益、企业遵守监管约束时政府总收益以及消费者使用共享单车的成本无关。共享单车有效运营既需要政府加大宏观调控,从政策上鼓励、支持并严格把关监控;也需要企业不断加强平台维护、管理和升级,承担起社会责任;同时用户应该树立守法意识,践行守法行为。
The establishment of a rational and effectively regulated operating mechanism for shared bicycles requires the government,businesses,and the consumers to form a benign tripartite eco circulation system that restrain and improve one another.Based on the evolutionary game theory,this paper analyzes the government-business-consumer interest relationship,seeks evolutionary stability strategies,and explores the influencing factors on the tripartite decision-making behaviors.The research finds that the long-term equilibrium game between the government and the shared bicycle companies has little to do with the government normal income,the total government revenue when the companies complied with regulations,and the cost of consumers using the shared bicycles.The effective operation of the shared bicycles needs the government to strengthen macro control with supportive policies and strict supervisions;the businesses must take on social responsibilities and constantly improve the maintenance,management,and upgrading of their platforms;and the customers must have the law-abiding consciousness and make sure they follow the regulations.
