摘要
本文从分析义务教育的特征入手,通过回顾改革开放以来中国义务教育服务内容的变迁和政府职能的转变,界定了义务教育服务的"优效品"特征。结合新一轮教育改革"全面改薄"政策的进展,采用问卷调查的方法考察和分析了"全面改薄"政策在加大基础教育投入方面的绩效表现,基于结构方程模型(SEM)对义务教育服务均等化进行实证研究,分析了"全面改薄"的政策效应,进而提出政策建议。
From the analysis on the characteristics of the compulsory education,this article reviewing the changes of the compulsory education in China and the transformation of government function since the reform and opening up,define the Merit Goods features of compulsory education service.Combined with the progress of a new round of education reform"Comprehensive Improve the Weak Schools of Poverty Areas"Policy,with the questionnaire method investigate and analyze the policy's performance in terms of increased investment in Compulsory Education,carried out an empirical study based on structural equation model(SEM)of compulsory education services Equalization,analyzes the effect of the policy and then put forward the optimization strategy.
