摘要
"一河(湖)一策"方案是河湖保护管理实践的行动指南,也是考核评估全面推行河长制工作成效的重要依据。结合水利部《"一河(湖)一策"方案编制指南(试行)》与从事"一河(湖)一策"方案编制的实践经验,以梳理问题、目标、任务措施和责任清单为重点,探讨分析现状问题辨识、编制范围界定、管理目标设置、任务措施落地与利益相关方参与等关键内容的编写要点,就如何提高"一河(湖)一策"方案的编制质量及其约束力与生命力提出建议,以期促进"一河(湖)一策"方案落地生效,形成河湖生态环境"共建、共享和共管"的良好局面。
An“one river(lake),one solution”plan is not only the guideline for practicing the river(lake)protection and management,but also acts as the important proof for evaluating the achievement of applying the River Chief System.When combining the Trial Guideline for Gormulating an“One River(Lake),One solution”Plan issued by the Ministry of Water Resources and practical experience for specific work related to“one river(lake),one solution”plan,sorting out problems,targets,countermeasures for tasks and responsibility was regarded as the key component in an“one river(lake),one solution”plan.Moreover,the identification of current problems,the definition of the formulating scope,the determination of the management target,the implementation of the task and the countermeasures and participation of stakeholders were fully discussed,based on which the suggestion on improving the quality,constraint forces and vitality of an“one river(lake),one solution”plan were proposed,which may promote the practices of the River Chief System and develop the good situation for co-constructing,sharing and co-managing the river(lake)eco-environment.
