摘要
共享电动车充电等技术问题已经基本解决,即将大量投放市场,但共享电动车大量投放使用后可能引发的公共安全问题以及社会治安问题并未得到充分的讨论。交通部等10部门出台的《意见》并未解决思想问题,有必要深入分析。共享电动车质量重、速度快、航程远、具有隐匿性,不采取相应的管理措施将会产生安全隐患。采取防盗、限速、限行、分类以及联网管理等防范措施十分必要。
Technical problems of shared e-bikes have been basically solved,such as charging,etc.,which will lead shared e-bikes to extensive use soon.However,the problems of public safety and social security that may be caused by the extensive use of shared e-bikes have not been fully discussed.The ministry of transportation and other 10 departments issued the opinion that did not solve the thought problem.There is a need for in-depth analysis.Shared e-bikes have the features of heavy weight,high speed,long range,and concealment.Failure to take appropriate management measures will result in potential safety hazards.So,it is necessary to take precautionary measures such as anti-theft,speed limit,usage limit,and category and network management.
