摘要
情报是防范和打击暴力恐怖犯罪活动的关键性因素,探究处置边疆暴恐事件情报辅助决策问题具有重要的现实价值与意义。通过研究反恐处置决策情报信息流动、运转的过程与条件,提出了情报共享有利于实现情报信息价值的有效"聚合"、情报融合有利于实现情报信息价值的高效"释放"、"实时联动"实现决策整体效能的"跃升"、"网络聚智"促发决策优势"涌现"等情报信息运行规则,充分利用这些规则有助于提高反恐处置决策的水平与效能。
