摘要
我国雾霾的根治需要多元主体的协同治理。20世纪90年代以来西方出现的协同治理理论可以用于指导雾霾治理中多元主体的行动策略分析。社会组织是协同治霾的多元主体之一。现阶段社会组织协同治霾的主要行动包括推动信息公开提质、调研协助环境监管、提供治霾技术支持、培育环保社会资本等。这些行动为治霾持续成为公共议题推波助澜,并有效推动雾霾问题从公共议题成为政策议题。决定并影响社会组织协同治霾的主要因素包括政策环境、法律环境和行动者主体三个方面。拓展社会组织协同治霾的制度与政策空间、完善社会组织协同治霾的法律规章、增强社会组织自身能力将有助于拓展社会组织协同治霾的更大空间。
The radical treatment of the fog and haze pollution in China requires the collaborative governance of multiple subjects.Since the 1990s,the theory of collaborative governance occurring in the West can be used to guide the analysis of action strategy of multiple subjects in governance of fog and haze pollution.Social organiza?tion(or non-profit organization,NPO)is one of the pluralistic subjects of collaborative governance of fog and haze pollution.At the present stage,the main actions of collaborative governance of fog and haze pollution by so?cial organization(NPO)include the promotion of the information disclosure and its quality improvement,the as?sist in environment supervision through investigation and survey,the support for the technology of the gover?nance of fog and haze pollution,the cultivation of social capital for environmental protection,etc..These actions help the fog and haze pollution to continue to become a public issue,and effectively promote the issue of the fog and haze pollution to become a policy issue from a public issue.The main factors determining and influencing the collaborative governance of fog and haze pollution by social organization(NPO)include three aspects,i.e.policy environment,legal environment,and actor agent.It will help to expand more space for the collaborative governance of fog and haze pollution by social organization(NPO)to expand the institutional and policy space for the collaborative governance of fog and haze pollution by social organization(NPO),to improve law and regu?lation concerning the collaborative governance of fog and haze pollution by social organization(NPO),and to en?hance the self-capability of social organization(NPO).
