摘要
本文对河南省2010—2016年发布的科技创新政策实施效果进行评价。从科技创新的供给性政策、需求性政策以及相关的协调性政策3个维度着手,采用熵值法计算各政策指标的隶属度与权重,在对其整体实施效果进行定量评价分析的基础上提出优化建议。
This paper evaluated the implementation effect of Henan's science and technology innovation policies released in 2010-2016.From three dimensions of the supply policy,the demand policy and the related coordination policy of science and technology innovation,the entropy method was used to calculate the member.ship degree and weight of each policy index,the overall implementation effect was quantitatively evaluated and analyzed,and optimation suggestions were proposed based on that.
