摘要
"新医改"是我国目前的一个社会热点,实施与推广家庭医生制度是一个良好的策略。由于国外的家庭医生制度已经趋于完善,故选取了家庭医生服务具有不同特点的3个国家:英国、美国和古巴,通过文献研究法和比较法,介绍了这3个国家的家庭医生服务模式、培养模式及其特色所在,如英国的NHS、QOF评估机制,美国的PCMH、市场化的经营模式,以及古巴的医疗服务三级网络。最终总结出对我国家庭医生服务的启示:建立QOF绩效考核机制、完善我国医疗保险支付制度、协调政府与市场的关系。
New medical reform"is a social hotspot in China at present,the implementation and promotion of family physician system is a good strategy.Since the system of family doctors abroad has been perfected,therefore,three countries with different characteristics of family physician service were selected:Britain,the United States and Cuba,through literature research and comparative law,introduced the family physician Service model,training mode and characteristics of these three countries,such as the British NHS,qof assessment mechanism,The PCMH,market-oriented business model of the United States,and Cuban medical service three-tier network.Finally summed up the Enlightenment to our country:Establish QOF performance appraisal mechanism,perfect our country medical insurance payment system,and to deal with the relationship between the government and market.
