摘要
民办高校分类管理政策的有效实施,不仅受到正式制度的约束,还受到非正式制度的规约。传统义利观、"官本位"价值取向以及计划体制惯性思维等非正式制度,都极大地影响着民办高校分类管理政策执行的有效性。这些非正式制度具有较强的历史延续性和持久的生命力,相比正式制度影响更牢固、更难以改变。因此,要真正推进民办高校分类管理政策的有效实施,不仅要健全相应的配套制度,还要通过构建和强化学习机制,型构非正式制度。
The effective implementation of tlie classified management policies of non-governmental institutions of higher learning is not only regulated by formal institutions,but also by informal institutions.Traditional sense of justice and benefit,“official standard”value orientation and the informal systemof planning system management thinking,all greatly affect the effectiveness of the implementation of classified management policies of non-governmental institutions of higher learning.In addition,these informal institutions have a strong historical continuity and enduring vitality,and their impact is stronger and harder to change than the formal system.Thus,in order to effectively implement tlie classified management policies of non-governmental institutions of higher learning,it needs not only construct and perfect the corresponding supporting system,but also build and strengthen the learn ing mechanism,strengthen the construction and shaping of the informal system.
