高职院校教师“留职享受基本待遇”创新创业可行性调查研究

Research on the Feasibility of Innovation and Start-ups Undertaken by Higher Vocational College Teachers Who Retained Their Posts with Basic Pay

摘要 专业技术人员普遍欢迎能保留学校事业编制享受基本奖励福利待遇离岗三年创新创业,高职院校则大多持谨慎支持态度,个案可商量特殊处理,全面推广困难重重。高职院校绩效改革定编定绩效工资总额,岗位结构改革定职称构成比例定高职称数量,离岗创新创业保留基本待遇、同等职称评审岗位聘用无法得到校内在职人员特别是无法进编、无法申报高一级职称教师的理解与支持,唯有离岗待遇不纳入绩效总额、聘用职称数单列才显公平。教师积极申报承当科研创新项目、主动校企合作科技攻关,结合双师素质培养、专业课程与实训基地建设开设校中厂、校中店以及网店等兼职创新创业可以实现学校、教师、社会三方共赢,具有较高的推广价值。 Professional and technical personnel generally accept the three years of innovation and start-ups with the retention of school’s authorized strength and enjoying basic rewards and benefits,while most of the higher vocational colleges are cautiously supportive.Although particular cases can be specially determined upon discus?sion,there are difficulties in its all-round promotion.The performance reform of higher vocational colleges is scheduled to determine authorized strength and performance-based wages,and the job structure reform is sched?uled to determine the proportion of professional titles and quantities of high professional titles,the innovation and start-ups of teachers with the retention of school’s authorized strength and enjoying basic rewards and the employment for the post with the same professional titles are unable to be understood and supported by in-ser?vice staff of the school,especially the teachers who are unable to obtain authorized strength or unable to apply for a higher professional title.It seems fair only if the teachers leave for innovation and start-ups are not included in the treatment of performance-based wages and application of professional titles.It could be a triple-win for school,teacher and society if teachers actively apply for scientific research and innovation projects,take part in scientific cooperation between school and enterprise,establish factories and shops in campus combining the train?ing of dual-qualified teachers,professional courses and training bases,open an online store and other part-time innovation and start-ups.And this has a higher value for promotion.
