摘要
在征地中,为最大程度保障被征地农民利益,福清市积极探索实行留用地政策,但由于制度上的不成熟,在实践中也出现了一些问题,由此引发了新的矛盾。为更好地推动征地工作开展,对现行留用地政策存在问题和原因进行剖析,提出完善制度的建议与措施,制定符合本地实际的留用地政策,为实现被征地农民多元保障机制提供现实案例。
In order to guarantee the interests of the land-lost farmers to the maximum extent,Fuqing has been actively exploring the policy of reserved lands in terms of land expropriation.Because of the immature system,there has been some practical difficult in the exercise of the policy,thereby leading to new problems.In order to push the work of land expropriation forward,the paper analyses the existing problems and reasons of the current policy of the reserved lands,puts forward opinions and measures to improve the system,formulates a policy of reserved lands which complies with the local practices,and provides the actual cases to set up a multiplex security system which will ensure the interests of the land-lost farmers.
