摘要
气象探测环境保护的好坏与城市是否能可持续发展密切相关。本文分析了气象探测环境保护与城市发展的关系,结合北京的实际情况,分析了气象探测环境保护的现状问题,并探究了其政策及技术层面的原因,提出规划部门、气象部门应各司其职,发展相应的解决对策。气象部门应加强其执法能力建设,规划部门应把气象专项规划纳入控规体系,还应发展多部门联合工作机制,对不同气象站的保护进行分类指导、弹性控制,各方面举措共同保护气象探测环境。
The result of environmental protection of meteorological observation will affect the sustainability of urban development.The article analyses the relation between the environmental protection of metrological observation and the urban development.In the case study of Beijing,the status issues of metrological observation are explored,the policy and the technical reasons are investigated.The solution is the cooperation of the metrology department and the planning department.Metrology department should improve the law enforcement capacity,the planning department should included the metrology special planning into the regulatory planning.Also a mutli-departments working mechanism should be developed,meteorological stations should be classified and have different control standard.
