摘要
本文在现有文献基础上对易地扶贫搬迁的现状、困境、优化路径和方案研究等进行分析总结,发现当前关于易地扶贫搬迁的研究在总体上存在数量较少、分类不明确、理论和实证研究较少、实践报道较多等特点。已有学者对易地扶贫搬迁的理论和发展演变、影响因素、效果评价、政策制定和执行、配套措施等方面进行了相关研究。今后,在宏观层面上对过去经验的总结、现状的把握和未来的预测以及在微观层面上对易地扶贫搬迁效果的评估、贫困人口自身因素的分析、如何提高易地扶贫搬迁政策制定和实施的有效性、如何实施监督管理、如何提高贫困人口的自觉性和积极性、如何实现扶贫搬迁的后续保障、如何防止新型贫困群体和返贫现象的出现等诸多方面都有待更加深入地探究。
The paper focuses on analyzing and summarizing the present situation,the difficulty,optimum route and scheme about poverty alleviation and relocation based on existing literature,finds out the characters of studying on poverty alleviation and relocation are that total amount is few and classification is not clear,theory and empirical research is few but practice report is more.Based on the above,the paper puts forward the theory and evolution of the poverty alleviation relocation,influencing factors,effect evaluation,policy formulation and implementation,supporting measures have been researched by some scholars,in the future more attention should be paid to summary the past experience,grasp the present situation and forecast for future in the macro level,at the micro level on poverty alleviation poverty relocation effect evaluation,their own factors,how to improve the effectiveness of poverty alleviation relocation policy formulation and implementation,how to implement the supervision and management,how to improve the consciousness and enthusiasm of the poor,how to achieve poverty alleviation to ensure follow-up of relocation problem,how to prevent new poverty and poverty phenomenon and many other aspects need to be further explored.
