摘要
随着中国人口老龄化问题日趋严重,现有养老保障体系的压力越来越大。医养结合养老模式通过将医疗和养老进行融合,破解医养分割的弊病,使得老年人群的特殊需求得到满足,生活质量提升,也为解决社会老龄化问题提供了新的思路。北京市通过推动养老机构配置医疗设施、优质医院内设养护机构、社区基层试点医疗养老合作中心等一系列医养结合创新模式的探索和实践,为老龄人群多层次、多样化的健康服务需求提供了切实可行的解决方案。北京市医养结合创新模式探索过程中也暴露政策保障力度不足、医养衔接程度不高、专业人才缺乏等问题,应该强化顶层设计,构建协作机制,加强人才培养,以进一步完善医养结合模式。
As the ageing of population in China is becoming more and more serious,the existing pension security system is under increasing pressure.By integrating pension service with medical service,this new pension model cracks the disadvantages of the segmentation of the two,which satisfy the special needs of the elderly people and improve the quality of their life,and also offers a new way to deal with the elderly society.With the exploration and practice in this innovation model such as installing medical equipment in the pension agency,setting pension agency in the high-quality hospital,and piloting the center of treatment and pension,it provides a feasible solution for the majority of elderly people who have multi-level and diversified health services demand in Beijing.This paper elaborates and analyzes some problem exposed in the exploration of the integration of health and pension service,which include the deficiency of policy guarantee,the low degree of the cooperation with medical care,and the lack of professional talents.On this basis,we should strengthen the top-level design,construct the cooperative mechanism and strengthen the cultivation of talents to further improve the combination mode of pension service with medical service.
