摘要
国家文物局针对大遗址建立了专门保护管理体系,包括建立项目库、公布专项资金管理办法和国家层面的专项规划,但大遗址保护规划实施评价仍存在规范性差、内容不完整等问题。本研究针对大遗址保护规划特点,借鉴城市规划实施评价、统计学和运筹学理论,确立大遗址保护规划实施评价方法,包括评价内容、评价指标及权重、问卷调查要求等,从而为规划调整或修编提供依据,促进后续规划科学实施。
The State Administration of Cultural Heritage has established a special protection and management system for the Great Sites,including establishment of the project library,promulgation of special fund management measures and the special plans of the country,but the evaluation contents of implementation of Conservation Plan of the Great Sites are yet to be regulated.Based on the characteristics of Conservation Plans of Great Sites,this paper uses theories of evaluation of urban planning implementation,statistics and operational research as references,and then establishes the evaluation method of implementation of the Conservation Plans,including evaluation contents,evaluation indexes and weights,questionnaire survey requirements,so as to provide basis for planning adjustment or revision,and to promote scientific implementation of the follow-up planning.
