摘要
上海市企业环境风险突出,为降低企业环境风险,上海市加强了企业环境应急预案的管理。为掌握企业环境应急预案管理工作的成效,通过发放调查问卷、实地调查和专家评分的形式,从预案编制、评审、备案、实施以及队伍建设等方面对上海市企业环境应急预案管理的现状进行了全面调查。调查结果表明:上海市企业环境应急预案备案率及质量有所提升、预案评审形式日趋规范,但存在预案中应急措施针对性不足、隐患整改计划落实率低、第三方机构缺少规范等问题。针对存在的问题,从制度建设、技术研发、队伍管理等方面,提出了加强企业环境应急预案管理的对策与建议。
Shanghai has great potential environmental risk.To lower the enterprises’environmental risk,Shanghai strengthens the management of environmental emergency plans.By using questionnaires,field surveys and expert grading,this paper investigates the current situation on the record management of enterprise environmental emergency plans in Shanghai through the whole process of compiling,expert reviewing,administration recording and implementing of emergency plans,and building of corresponding emergency response team.The investigation reveals that quality and recording percentage of enterprise environmental emergency plans in Shanghai City has been improved to some extent,and the pattern of expert reviewing tends to be more and more standardized.However,there are still some problems such as lack of targeted environmental emergency response measures,insufficiency of identified environmental risks correction and deficiency of third-party organizations.In view of above problems,the paper puts forward the suggestions to strengthen the management of enterprise environmental emergency plans from the aspects of system construction,technology development,team management and so on.
