摘要
以实现科学救灾为目标,根据震后应急期高时效性的要求,提出了震后应急期间生命线工程抢修力量优化调配的技术思路。并以震后应急期通讯设施的应急抢修为例,首先基于以往地震救灾案例给出了抢修人员的需求经验关系;然后利用层次分析法,建立了震后抢修优先度的快速评判模型;进而利用运筹学中运输问题的算法,以应急抢修时间最短为目标构建了震后抢修人员优化分配的模型;最后,通过算例表明了模型的可行性和有效性。
In order to achieve the goal of scientific disaster relief,according to the requirement of high timeliness in post-earthquake emergency period,the technical ideas of optimal allocation for lifeline engineering emergency workers were put forward.By performing a case study of communication facilities,firstly,based on recent earthquake relief cases,the demand experience relationship of emergency workers was given.Then the analytic hierarchy process is used to establish a quick evaluation model for the priority of post-earthquake repair.In this way,the algorithm of transport problems in operational research was used to construct the model of optimal allocation of emergency workers during the emergency repair time.Finally,an example was given to illustrate the feasibility and effectiveness of the model.
